If you are going to be in Egypt less than 14 days, you should proceed directly to immigration. The people working at the bank kiosks are not immigration officials. They are not fully aware of visa requirements for various nationalities. If you approach one of the kiosks in connection with obtaining a visa, they will give you a visa stamp and charge you $25 regardless of whether you need a visa or not.
